Summary of the Circular Economy Strategy Proposal for Textiles



The Circular Economy Strategy Proposal for Textiles was developed during 2023, led by the Ministry of Environment (MMA), with support from the consulting firm “Cadenas de Valor Sustentables” (CAV+S), a Strategic Committee composed of 35 representatives from the public and private sectors, academia, and civil society, and a series of participatory instances with textile stakeholders from the country. It involved the participation of more than 200 people and gathered over 2,000 ideas and comments that served as the basis for the development of this instrument.

The scope of the Strategy encompasses fibers, fabrics and threads, new and used clothing and textile products; including design, importation, national production and exportation, their transformation and consumption at the national level; as well as the generation of textile waste (including plastic microparticles).

The strategy aims to guide actions and coordinate efforts to prevent waste generation, extend the useful life of textiles, promoting quality, reuse and textile valorization, in order to protect people's health and the environment and strengthen the local development of the textile ecosystem and innovation. This is accompanied by a regulatory framework that addresses design, traceability, transparency, and the contributions of the textile sector in social, environmental, and economic matters.

And it is based on 5 key principles:

·         Transparency, which facilitates access to information about the circularity of products and their environmental and social impact.

·         Collaboration, which brings together actors in the value chain to optimize the use of resources.

·         Co-responsibility, which promotes compliance with legal obligations and the well-being of people and the planet.

·         Innovation, which drives creative solutions to the challenges of the textile industry.

·         Inclusion, which ensures equity and participation of all actors.

4 goals for a long-term horizon (year 2040) and medium-term (year 2030), which aim to measure the progress of the strategy's implementation, these goals are:

 

GOAL 1: Decrease the overconsumption of textile products.

Baseline (year 2022): 32 kg/person/year2030: Reduce by 15%2040: Reduce by 30%

 

GOAL 2: Increase the number of formal jobs and trades linked to circular business models in textiles.

Baseline: to be established by 2026 (number of jobs)2030: Increase by 20%                             2040: Increase by 60%

 

GOAL 3: Increase the valorization of textile waste.

Baseline: >1% tons valorized / tons generated.2030: Increase by 10% 2040: Increase by 50%

 

GOAL 4: Prevention and eradication of sites affected by illegal disposal of textiles.

Baseline: to be established by 2026 (number of identified sites)2030 - 2040: Prevent and eradicate 100% of identified sites

 

To achieve the indicated goals, it is proposed to work on 20 initiatives and 38 actions. These initiatives and actions are grouped into four main axes shared with the Roadmap for a Circular Chile by 2040:

1.      Circular Culture: Drives the deepest changes regarding responsible consumption.

2.      Circular Regulation: Promotes local initiatives for the circularity of textiles.

3.      Circular Territory: Promotes the development and strengthening of the environmental regulatory framework.

4.      Circular Innovation: Encourages innovation and transparency in the textile production sector.

Currently, the strategy proposal is available for public comment from August 22, 2024, to October 23, 2024, through the citizen consultation platform provided by the Ministry of Environment.
